Code of  Ordinance 8.20.020.L

It is a violation of City Ordinance to place any objects upon any street, sidewalk, alley, gutter, drain or public ground that would obstruct passage. Examples of prohibited objects include basketball goals and trash cans (except within 24 hours of trash pickup).
